In order to continue to promote the quality improvement of construction waterproofing membrane products, and strengthen the post-certification supervision of key industrial products, according to the "Notice of the General Administration of Quality Supervision, Inspection and Quarantine on Issuing the "2017 Special Action Plan for Quality Improvement of Construction Waterproofing Products"" 2017] No. 844), the General Administration of Quality Supervision, Inspection and Quarantine organized the relevant provincial-level quality and technical supervision departments and the China Building Waterproof Association to carry out special supervision and inspection of building waterproof membrane products. The relevant information is now reported as follows:
1. Basic Information
The supervision and inspection involved 10 provinces including Shandong, Liaoning, Hebei, Jiangsu, Zhejiang, Anhui, Henan, Hubei, Sichuan, and Guangdong. A total of 102 enterprises were inspected on-site, involving 42 enterprises that had problems in supervision and inspection in 2015 and 2016. Sampling inspection was conducted on 55 batches of products from 51 companies, and another 16 companies failed to take samples due to relocation, production suspension or insufficient sampling base.
Second, the main problems found
(1) Problems found during on-site inspection.
Follow-up supervision and inspection of 42 enterprises with problems in 2015 and 2016, of which 41 enterprises have completed rectification and re-examination, and Yubao New Building Materials Co., Ltd. in a certain place is in a state of suspension due to equipment upgrades and renovations, and cannot be rectified and re-examined. Ten of the remaining 60 companies have problems. The problems mainly focus on the equipment and management of inspection and test facilities, production process control and product inspection. The main reasons for the above problems are: first, the company's own lack of quality awareness and lack of awareness and ability to improve quality; second, the lack of professional management and technical personnel; third, the lack of effective supplier management and raw material quality control Means; Fourth, the downstream construction market's non-standard demand for waterproof materials.
(2) Problems discovered by sampling inspection.
A total of 55 batches of products from 51 companies were sampled and inspected, of which 50 batches of products from 46 companies were qualified, and the detection rate of unqualified products was 9.1%. Unqualified projects mainly focus on low-temperature flexibility, thermal aging, quality increase after immersion in water, and seam peel strength. The main reasons are as follows: First, the formula is irrational, the used engine oil is used to swell the SBS modifier or the waste rubber powder is used to replace the SBS modifier, and the amount of SBS modifier added is seriously insufficient; second, the company has not produced according to the standard requirements. There is a phenomenon of producing non-standard products and substandard charging; third, the raw materials are not strictly controlled, and unqualified tire-based raw materials are used.
3. Relevant handling opinions
(1) For the 10 enterprises found to be problematic during the on-site inspection, and the 5 enterprises that failed to pass the sample inspection, the provincial quality supervision department at the location of the enterprise shall order the enterprise to make rectification within a time limit. After the rectification, the provincial quality supervision department shall organize a review. An enterprise that refuses to make rectification or whose rectification review is still unqualified shall revoke its production license according to law.
(2) For enterprises that fail to carry out supervision and inspection due to reasons such as suspension of production, the quality supervision department at the location of the enterprise shall strengthen supervision, and for enterprises that have been shut down and no longer in production, the production license cancellation and cancellation procedures shall be processed in time.
(3) Relevant work progress and major issues shall be reported to the Product Quality Supervision Department of the General Administration of Quality Supervision, Inspection and Quarantine in time.
